Automobile company “outside the court” seeks help from policy

Dong Yang, executive vice president and secretary-general of the China Association of Automobile Manufacturers, is preparing to invite more than 20 representatives and members of the “two sessions” from the auto industry to “gather together” during the two sessions. "The form is very simple. It is to eat together, to talk about each other, there are not many issues," Dong Yang said easily.

As the chief person in charge of the National Industry Association, Dong Yang, who has just been in office for half a year, is responsible for coordinating car companies and jointly promoting the development of the automotive industry. The two sessions are an opportunity to lobby the government to gain policy space for the development of the industry. “Industrial associations also prepare some motions for representatives of some auto companies and hope to submit them through representatives,” informed sources said.

It is understood that the proposal of the representatives and members of the two car companies this year is mainly focused on three aspects. First, it is required to improve the relevant laws and technical standards for automobiles; second, it is proposed to build a national-level technology platform for new energy and new technologies; and thirdly, it is to reduce energy consumption. row.

However, an industry insider who declined to be named stated that car dealers will inevitably stand on the perspective of their own companies and industries. Many proposals are intended to seek policy assistance for the long-term development of enterprises and industries.

Deficient standards

Li Shufu, chairman of Geely Automobile, has participated in the “two sessions” many times. This year, the “star” CPPCC member expressed his dissatisfaction with the adoption of foreign ready-made standards for the technical standards of China's auto industry. To this end, he proposed that in order to adhere to independent innovation, it is necessary to formulate industry standards in line with national conditions.

Li Shufu told reporters that because of the different national conditions, the adoption of foreign standards completely will lead to foreign brands of automotive products without technology updates, it is easy to meet these very low standards, which is not to promote China's energy saving, environmental protection and safety goals have not promoted effect. Often, we have just met the requirements of these laws and regulations, and foreign standards have been raised again. It is only our country’s local brand companies that are hurting.

Li Shufu also hoped that the technology to prevent high-speed tire bursts could be set as a standard. One of the reasons was that Geely had developed the tire burst monitoring and safety control system (BMBS) that won the technical award in North America, if it was set as a mandatory standard. It is of great significance to encourage Chinese auto companies to independently innovate and reduce the number of casualties caused by punctures every year.

Wang Fengying, who had just become a member of the National People's Congress, did not fully agree with Li Shufu. As the president of Great Wall Motors, Wang Fengying has extensive experience in automobile exports. She believes that the technical standards should also be aligned with the international community, because Chinese cars will soon go abroad and have the same standards, which will help China to open up overseas markets.

However, in the management of small-displacement vehicles, fuel tax, and recycling of used vehicles, Wang Fengying and Li Shufu's views are the same. In the proposal of Wang Fengying this year, the "enhanced energy-saving and emission-reducing incentive policies and giving priority to the development of high-quality, small-displacement vehicles" have been called for by Li Shufu over the past few years.

Wang Fengying also targeted the development of small-displacement technology standards. She said that at present the country does not have a clear technical standard for small-displacement vehicles, resulting in the difficulty of measuring the merits of small-displacement vehicles, let alone substantive incentives for small-displacement vehicles.

Wang Fengying proposed to define the engine below 1.5 liters as a small displacement class and improve the performance of small-displacement vehicles by establishing a higher production standard for small-displacement vehicles. At the same time, Wang Fengying also revealed that Great Wall Motor’s two small-displacement sedan products will be launched in large quantities in April this year and will soon be sold overseas.

NPC deputy, president of China South Industries Automobile Co., Ltd., and chairman of Chang'an Automobile Co., Ltd. Yin Jiaxu are also active proponents of small-displacement vehicles. Three years ago, he wrote a letter calling for the country to lift restrictions on small-displacement vehicles. Wan Yan, and therefore won wide acclaim from the media.

This time, Yin Jiaxu proposed to encourage small-displacement vehicles to have economic leverage. It is suggested that the automobile purchase tax should be levied on the size of the engine's displacement, and the purchase tax should be exempted for small vehicles with a displacement of 1.0 liters or less. At the same time, in the production process, the consumption tax for small cars has been reduced from 3% to 1% or completely eliminated. In terms of usage, the vehicle and boat use tax can also be subject to a higher progressive tax rate in accordance with the engine's displacement; Smaller vehicles offer greater discounts and more.

Yin Jiaxu also appealed that the National Development and Reform Commission should formulate a nationwide unified and scientific standard for small cars to prevent such a high-standard standard for small-displacement cars as Shanghai has proposed and create local “secondary restrictions” policies.

Technology Sharing Platform

New energy and new technologies have once again become the focus of representatives of the two associations' car companies and members. In addition to calling for new energy vehicle technology standards to be formulated as soon as possible, several representatives and members also believe that the state should introduce more specific incentive policies.

Yin Jiaxu suggested that the state should introduce a series of related fiscal, tax, and subsidy policies that encourage the development of new energy vehicles as soon as possible, and at the same time, introduce preferential economic policies for ordinary consumers, such as the reduction of vehicle purchase fees, vehicle and vessel use taxes, and subsidies. It is reported that Changan Automobile, as a participating enterprise of the National 863 New Energy Vehicle Project, already has the technical capability to produce hybrid vehicles. If it is successful, it will be introduced to the market during the year.

Xu Ping, president of Dongfeng Motor, believes that the state should focus on encouraging natural gas vehicles and hybrid vehicles. He proposed that the state should increase its capital investment and support for the R&D and industrialization of hybrid vehicles, concentrate resources, and give priority to development. At the same time, we must pay attention to support from standards and regulations.

Wang Fengying also stated that if the Chinese autos, which are generally not strong enough for enterprises, will make breakthroughs in new technologies and new energy sources, the strength of an auto company alone is not enough. The country should take the lead in establishing a research and development platform, and auto companies should also strengthen technical cooperation.

"The state should strengthen the construction of public technology platforms, special funds for state budgets, and integrate the research resources of enterprises and R&D institutions." In this regard, Li Weidou, member of the National Committee of the Chinese People's Political Consultative Conference and general manager of the Import and Export Corporation of FAW Group, called for the establishment of "tackling research" in an interview with online media. Results-sharing mechanism."

Wang Fengying's example is an automatic transmission. She believes that the current automatic transmission has become the technical bottleneck of independent brands, and relevant departments should take the lead in joint development.

However, in fact, this kind of joint development mechanism is still difficult to achieve. According to an industry source who did not want to be named, there are many competitions and cooperation between domestic auto companies, and there is a lack of mechanisms for joint R&D and procurement. If the companies want to unite spontaneously, the time is not ripe enough. In Japan, Europe, and the United States, cooperation between such companies has become commonplace. It is reported that the China Automobile Industry Association’s meeting with representatives of car companies and committee members will promote the cooperation between executives of car companies.

Analysts believe that it can be seen from the proposal of car companies’ representatives and committee members that to solve the major problems of the long-term development of China’s autos, it is necessary to rely on the government’s assistance to formulate laws and standards with guiding significance; A good co-opetition mechanism to jointly safeguard the interests of the industry.
