Environmental pollution behavior should be held accountable
Member Zhou Hanmin introduced that at present, there are 210,667 chemical dangerous goods business units in China, which are large and widely distributed. In recent years, a series of frequent environmental pollution and chemical plant explosions have seriously threatened the lives and property of the people. According to a sample survey conducted by the General Administration of Environmental Protection on Jilin and Heilongjiang provinces and more than 100 key industrial pollution sources along the Songhua River basin, 80% of enterprises have exceeded the standards for pollutant discharge. The industries involved include chemical industry, beer, yeast, papermaking, dairy products, and pesticides. Some companies dismissed the “Environmental Protection Law†and repeatedly penalized it. Some companies drilled the loopholes of “hungry disease†to attract investment, which shifted the polluting industries to the market and attracted investment.
According to statistics, in the seven major river systems of China, the ecological environment of the Pearl River, the Yangtze River and other waters is not optimistic. The Songhua River, the Yellow River and the Huaihe River are moderately polluted, and the Liaohe River and the Haihe River are heavily polluted. The water quality of the Taihu Lake and the Chaohu Lake is classified into Class V, the Bohai Sea and the East China Sea. Nearshore waters are mild and moderately polluted. According to the survey and assessment of 595 cities conducted by the State Environmental Protection Administration in 2006, only 37.6% of urban air quality has reached the national secondary standard, and 39% of urban air quality is inferior to the tertiary standard. In the urban environmental infrastructure, the sewage discharge rate is 42.55%, and there are more than 200 cities where the sewage disposal rate is 0, accounting for 33.61%.
For this reason, Zhou Hanmin suggested and called for the country to amend the relevant laws as soon as possible, improve the relevant systems, and increase penalties for environmental pollution violations.
Zhou Hanmin proposed in his proposal: strict export tax rebate policy for high-pollution products, introduction of export tariffs for highly polluting products, and safeguarding the overall interests of international environmental protection. For enterprises producing dangerous chemicals in sensitive areas, enterprises that use hazardous substances as raw materials must carry out compulsory insurance, and insurance companies should compensate the polluted areas and victims, and change the past to “complaining less, paying the country’s orders, and victimizing the peopleâ€. The bad situation has prompted the orderly development of the insurance industry. Establish and improve the accountability system for dereliction of duty and cause damage to the ecological environment. The introduction of the project implements a system of lifelong responsibility, who introduces and who is responsible for problems, and the introduction of departmental leaders should bear relevant legal responsibilities. Supervision of dereliction of duty should be strictly investigated for relevant legal responsibilities. Strengthen the NPC's accountability system for the government's environmental protection and clearly define the status and functions of the accountability subject that causes environmental incidents when the government is dereliction of duty. Establish an Internet-based information publishing platform for major environmental events to promptly and quickly release authoritative, objective, and impartial event-related information.
Selective Laser Sintering (SLS) was developed at the University of Texas in Austin, by Carl Deckard and colleagues. The technology was patented in 1989 and was originally sold by DTM Corporation. DTM was acquired by 3D Systems in 2001. The basic concept of SLS is similar to that of SLA. It uses a moving laser beam to trace and selectively sinter powdered polymer and/or metal composite materials into successive cross-sections of a three-dimensional part. As in all rapid prototyping processes, the parts are built upon a platform that adjusts in height equal to the thickness of the layer being built. Additional powder is deposited on top of each solidified layer and sintered. This powder is rolled onto the platform from a bin before building the layer. The powder is maintained at an elevated temperature so that it fuses easily upon exposure to the laser. Unlike SLA, special support structures are not required because the excess powder in each layer acts as a support to the part being built. With the metal composite material, the SLS process solidifies a polymer binder material around steel powder (100 micron diameter) one slice at a time, forming the part. The part is then placed in a furnace, at temperatures in excess of 900 °C, where the polymer binder is burned off and the part is infiltrated with bronze to improve its density. The burn-off and infiltration procedures typically take about one day, after which secondary machining and finishing is performed. Recent improvements in accuracy and resolution, and reduction in stair-stepping, have minimized the need for secondary machining and finishing.
